@ Mistress Maddie - I thought along similar lines for pedophiles, but apparently many people seem to think it will just encourage them to use as a training exercise before moving onto the real thing. Denying them any outlet at all though is more likely to drive it underground and create suppressed frustration. Keep your friends close but your enemies closer (so you can monitor their activities better).
