Yes, most men do try to hide a hard-on. It harkens back to our younger days in high school using books to hide the crotch, being worried in gym class about popping a boner in the showers or locker room.
Now, lately, hard or soft there's been a lot of focus on the VPL - Visible Penis Line.
So much attention that one company, Matador, has designed pants (leggings) for men, called Meggings. They've sewn a pocket into the pouch for a "soft molded crotch cup" to conceal the VPL, "so that people can't tell your religion." Of course, all that really does is enhance the bulge.
The exception seems to be the wrestling singlet.
As for the guy you saw in the store, I'd have to say, "Good for him." Is there a reason men should hide their cocks?

I think its because the penis is more intimately tied to sex and society still hasn't got the Victorian era out of its system and still gets ashamed about anything to do with making sex more obvious outside the bedchamber. We tend to hide things we are ashamed, or have reflected shame, about.
I'm all for men and women being able to let it all hang out naturally, but too many people are worried it might scare the horses. Interesting the number of young men now in public being unconcerned about touching it, which bodes well for the future.
The other aspect is thinking a certain state of genitalia represents an invitation and getting it wrong and the embarassment that ensues. We do need to be more tolerant of misinterpretation or expressions of interest and not start criminalising them as harassment or worse.
I wish I had a Maximus in my life where they were concerned it might bother me.
