Your brother may think it's funny. You may be flattered by the attention - to a certain degree, anyway, I'm guessing - or you would've tried to put a stop to it immediately. I get that you aren't ashamed of your body, of being naked, of the fact you masturbate. That's good. All of that's good.
But....
Depending on your ages, there could be problems. Yes, some states have changed the laws and no longer charge teens with child pornography in cases like this. However, you have to look at the bigger, long-range picture (no pun intended) here. Photos your brother sends out to friends, that they in turn send out and post all over the internet, are there forever.
What happens when you apply for a position somewhere and, in the process of the company Human Resources Department doing their search on you, your nude, shower stroking photos pop up? And, yes, companies do internet searches these days on prospective employees.
Everyone knows (or should) you can't go anywhere, anymore, without being on camera. With the proliferation of improved cell phones' cameras, even locker rooms and restrooms seem to be fair game.
You're going to have to take your brother aside and have a talk. He needs to stop and stop now before he ruins both your futures. If you find proof of continued infractions, you need to threaten to go to your parents or report him to a school counselor. Or, threaten to return the favor (please don't follow through on that threat). He needs to understand the serious consequences of his actions.
