I can only hypothesize. It's embedded in our physiological make-up, in hormone (Testosterone) levels. But, let's go beyond that, shall we? You've heard of Blue Balls, that they ache when a man has been aroused for a length of time without ejaculating? Arousal is anytime a man has an erection - even a partial one. During arousal, blood and fluid build up in and around the testicles (vaso-congestion). After a while they will begin to feel heavy and ache.
We get erections when we sleep --- even if it's a nap --- to feed blood oxygen to the inner tissues (Cavernosa Spongiosum) of the cock which contain only a single central artery.
Those nighttime erections can last as long as 90 minutes and can trigger dreams of sex. We may even go so far as to grind into the mattress.
When we shower, the sheer act of washing can bring on a chub --- a partial erection, a semi-hard-on. We get those blood oxygen erections during the day, too. Even past puberty, we get those. They may not get as hard, but it still adds up.
All that build-up with all those boners makes us feel "horny." The preferable form of relief comes with ejaculation,
so we seek that in whatever form is available to us --- sex with a partner or spouse, or through masturbation.

Funny what @Milleson said. It would be interesting what folks thought was happening a thousand years ago. Were they tied up in all of the superstitions, astrological signs, phases of the moon, etc to explain what was happening to men and women. Or just assumed we do the same things that all the rest of the animal kingdom do, and it’s all natural and normal.

There are men who do not have a high libido, and there are women who love sex very much. However, it must be said that male and female libido are quite different. This is why, among other things, many women say that men only think about "that"!

@ Jean - I do think way back when humans simply accepted they belonged to the animal kingdom; it was normal, natural behavior.
Many women have stated that men aren't animals (meaning men shouldn't act like animals) as if the thin veneer of intelligence human beings have had for a few millennia can completely suppress millions of years of inherited genetics.
Sure, reason and intelligence allows man to moderate more primitive impulses when there is a reason, but why would men suppress impulsive behaviour simply for the subjective comfort of women, when women don't suppress their impulsive behaviour for the subjective comfort of men?
Sexual reproduction requires the impregnation of women by men and women to grow a child with the assistance of men (via protection and provision of resources): this is why men are horndogs and women attempt to be selective over who they mate with, because sexual reproduction is riskier for women than for men. That's unfortunately just the way it is and nature generally doesn't care if females are forcibly impregnated.
Human beings, however, have adopted a strategy that minimises the risk to women by exchanging access to sex by one man for protection and support of a woman by that man. It still means she is potentially subject to more sex than she might want, but she gets protected from opportunistic sex by any other man and provided with resources and sex is supposed to be pleasurable for both.
This was still not optimal, because women didn't get a choice over sex, so the development of ethics to give women a choice was inevitable with the development of civilisation, however instead of facilitating ways for men to continue to express their horndog biology, whilst still giving women a choice, we are forcing men to suppress their biology so that women not only have a choice, but they can use that monopoly situation of protection to control mens sexuality for their own subjective comfort whilst not having to reciprocate.
Women are facilitated in growing children, which is their sexual role, whilst men are now oppressed in expressing their sexual role unless it's approved for a womans comfort.
It's getting to the point that women are disapproving of men masturbating because of their own subjective discomfort with it being outside their control.
Th existence of outliers in statistics does not negate the vast bulk of data of other states and the existence of a few bad apples does not mean the whole barrel is rotten.
Human beings have been pumping synthetic estrogens into the environment at alarming rates, sufficient to disturb the natural development of many animals. It is hubris to think that this is not affecting human beings as well, particularly considering estrogen is feminising to males. I would suggest that the increased consumption of estrogens is resulting in altered male development including decreased mens libido in some cases.

Does this sort of thing happen often?
It's really depressing to lose something you put a lot of effort into. Doubly depressing when I wonder if it is linked somehow to my recent permanent banning from Reddit for allegedly "inciting hate" when they won't even give me access to what I wrote that they considered hateful, to be able to mount an appeal (but which I think was about the anecdotal behaviour of women as was my comment that errored out).
