You mention it without laughing, without any aggravation in your tone, without any sense of accusation. "Semen stains the towels, could you rinse them out after using them to clean up?"
Or, I have a better solution for you. Buy Dudewipes, and place them in their bathroom. They'll switch to using those. They're much better than a dry towel.
One word of caution: I don't care what the package says, trust my background in civil engineering: wipes are not flushable.

Another suggestion: Male to male bodyworkers/massage therapists use towels (white, 13x13) that are larger than wash cloths (too small for clean up of big loads) and smaller than hand towels (too big for clean up). They will snag on sewer pipes, eventually causing a clog. Plumbers are expensive.
Dude Wipes So SO SO NOT flushable. My last apartments sewage got backed up with those and the supposed flushable baby wipes. Lucky me, the sewages came up in my apartment. My bathroom sink looked like a swampy chocolate fountain.

We bought a dozen wash cloths about 10" square in assorted dark colors that don't show cum stains and can just go into the wash.
I wouldn’t encourage the use of Dude wipes; they are expensive, clog up the plumbing, and are not recyclable. A stack of clean cloth washcloths is the best solution, just rinse and put in the laundry.
@Jacob I believe that is an excellent idea. Give them their own masturbation towels. I would even go a step further . This doesn't have to be a big production. (That is when the embarrassment comes in.) Casually and as a matter of factly, she should tell her sons she bought them their own towels to use for when they masturbate and make it their responsibility to do their own laundry not as punishment but for learning how to be responsible for cleaning up after themselves. If they have no shame leaving sticky towels for their mother to see they should not be so appalled by her bringing this topic up to them in a civilized adult manner. When I was 10 or maybe younger I learned how to put my clothes in the washer and dryer. And I learned how to sort them accordingly. I'm not sure how old these youngsters are but if they are masturbating they are old enough to clean up accordingly.

Hand them a stack of the cleanup towels and tell them cleanup and laundering is their responsibility now they are big boys. Do the crime, do the time.
My suggestion. Use the same one for the week, not wash the cloth. It stiffen!!! They will learn!!!

Being essentially wet wipes, uncomfortable in Winter, unless they can be warmed beforehand. Also disposable so wasteful of resources. Cleanup towels FTW.
