The short answer to what contributes to cock size is: Genes. The bigger your male ancestors' cocks, the bigger yours will be.
Can jacking off affect the the size of your cock? No. It will not make it bigger, it will not make it smaller.

I think I was 8 or 9; already knew I liked what boys had more than what girls had. And by that age, I had already seen older boys in various locations (local pool locker room, gym class,etc...) naked. I VIVIDLY remember hoped and dreamed that my penis would one day match what I had seen... only to have those dreams dashed when I caught my Dad's pecker poking out the leg of his boxers. I know the potential problems with the law, but I wish my dad and I had hung out naked so I knew if I matched him, how I compared.

@ Anon - There are no laws against being nude with ones own father, or any other (older) person, male or female. The problem would only be if you're underage and the older person begins touching you in an inappropriate manner.
I never got to see my father naked either, even though we changed in the locker room of the public pool. He always hid himself when undressing. The only reason I knew I'd have a decent-sized cock was by seeing (and handling) my brother's cock.
